This picture shows the sand bagging of the Upper (Birchwood) Lake dam done in October 2004.The goal was to divert the creek water flow around the concrete structure so that the water would not undermine the structure. Over 1,000 sand bags were used. Two heavy rains in August and September greatly eroded away the berm on the south side of the spillway.
